REFLECTOR: Elevator cuff

Evidence clearly supports removing the cuff. There is a compromise. Alan
Shaw, who built my canard, told me to remove half of the cuff on each
elevator. I did that a couple of years ago, so I'll try flying with 50% cuff
and see how it works.
