REFLECTOR: compass rose

Lou check out this site.  There are some rules for painting the rose.  You may want to check them out.  I did a little search on it and there is a lot you can use to make the  Mag.North correct.

  Our airport support group has agreed to paint a compass rose on the tarmac of our airport, KOLE. I have made a template from plywood which we can use each year to refresh the paint. We are having a discussion as to the best way to place the rose for accuracy. The question is, what is the best way to place the template so that we have an accurate heading on magnetic north? We discussed using three standard magnetic compasses, then using the best average. Some have suggested using an aircraft with a GPS but I see two problems with that. First it is difficult to get an accurate GPS reading unless the aircraft is moving and second, I am not sure we should be using GPS readings. I would appreciate your input and suggestions.
