  Good point. 
 
  I was thinking if one disables restract mechanism, you'd also close up the hole at fuselage & leg (actually, just not cut it out entirely if not already done), remove gear doors, add wheel pants - maybe add a tapered fairing for the leg, which should speed it up and remove gear-down speed restrictions.

Locking the gear down should only be considered for temporary use as you can't fly much faster than 130 kn IAS - not a big limitation at 10k ft.

       Have you talked to the factory aboiut simply binding the over-center mechanism and disabling the retract system to make the plane a FG ?  Might be simpler, cheaper, and still preserve a better resale value as an RG.  For insurance, if the gear cannot retract, I would think it should be consider a fixed gear aircraft.
 
       For safety sake, the FG still lands at the same speeds as the RG. Get into a 172 and do no-flap landings - you'll survive.

I am a fairly low time pilot (150 hrs).  The additional flight time and training required to obtain reasonable insurance costs weighed against the 15 knots or so speed differential makes the fixed gear more practical for me.  As I indicated before, I purchased the kit from another individual.
