That sounds right. There are plenty of flights from the Mid-West to Northeast that overflies parts of Ontario. The new silly Border Crossing rules only apply if you land on Canadian soil, and then return to U.S.

In the past when flying from central NY to OSH, I flew direct which took me through Canadian airspace. My understanding was that all I had to do was file a flight plan. Will the new border crossing rules change this? I called flight service and they said I need to be in radio contact with a squak code (flight following). No flight plan. Anyone know about this?
