A big difference is how IFR units are installed.

An IFR unit is connected to your TSO'd altitude encoder, a VFR unit does
not have this ability. An IFR unit will have the external or internal
required switches and annunciators for specific IFR functions. The VFR
unit  won't have this capability.  AN IFR installation will be connected
to a course indicator. I've never seen a VFR unit hooked up like this
and don;t know if they even have the ability to drive an external course
indicator.

If your going to file and fly IFR get a TSO'd unit and install it per
regulations.  My Garmin installation manual listed all the FAA
requirements for installation.

If I inadvertently stumbled into IFR conditions I'd use whatever radios
I had at my disposal, ifr certified or not.
