Since I have no captcha's on the signup, this is the only way I know I'm 
not talking to a bot.

Have him try again. 

I approve people all the time to get on the Reflector, but if applicants 
to the Reflector can't follow the directions on the web page and also 
supplied in emails, then I'm not going out of my way for their benefit.  
I assume they wish to be on the reflector, and will take the effort to 
try to gain access for themselves.  If it appears to me that an 
applicant can't pass with the bar set at this level, then they aren't 
that interested in getting on the Reflector.

The other reason that I don't go manually add people is because the 
system has built in email verification.  It's better all around if 
people use the Mailman interface to sign up.  Occasionally I will 
manually add people, but that's an exception to the rule.
