Terry,

Poly-Fiber UV Smooth Prime uses mica as a UV blocker.  I've also heard that 
top coat UV blockers protect the top coat and not what's underneath.  I 
don't know if that's true or just a rumor started by someone that wants you 
to buy their "stuff".
