Any builder who has received inspection authorization can do a
"conditional inspection" annually on their own aircraft, but I don't
believe that they are permitted to do so for other aircraft. That would
have to be an A & P (I think).

I am a non-builder possibly looking to purchase a SEFG 95% complete.  It
is flying, 120 total hours, but needs interior and paint.  The plane is
based in Shelbyville, IN.  I am interested in finding a qualified
individual to do a prepurchase inspection, and be available for annual
inspections.  Any suggestions of individuals in the Indiana area?
