REFLECTOR: fuel tank placards, Torx head screws

Fuel tank placards should indicate the tank capacity, not the usable fuel or 
what's in the sump.  Those numbers should appear in the POH.  My Cherokee 
tanks were labeled 25 Gal. US and the POH listed the fuel capacity as 50 
Gal., 48 Gal. usable.
