REFLECTOR: APRS amateur radio tracking

Yes, it will.  I'm testing mine right now in my car and it works fine.  
I am using a MicroTrak 8000 FA which costs about $180 plus you need a 
GPS that outputs serial NMEA data (most do).  You can get some cheaper 
units closer to $100 or even less if you don't mind building them yourself.
