My plan now is to make a removable cover for the NACA scoop in front of 
the oil cooler.

Attach a bilge blower onto the close-out bulkhead above the canard.

Run SCAT tubing from the blower to a hole in the back of the NACA scoop.

Make a cover for the above mentioned hole in the back of the NACA scoop.

In the spring, summer, and fall I will cover the hole and uncover the 
NACA scoop.

In the winter I will cover the NACA scoop and uncover the hole.

I'll let you know how it works out.
