Not sure about the distance for the fuel cap but it makes sense to me 
that if it's a major concern that we should consider glassing a chain 
attachment inside the upper part of the tank and attach that chain to 
the inside of the fuel cap.
As far as the engine choice, A friend recently finished an SE R/G with a 
180 hp and MT prop. He felt it to be quite underpowered-- just a thought 
for consideration.
