Yes that is true- but it is a very difficult calculation to make- since the
wings are different. A system could theoretically be devised, but it would
be complicated and potentially dangerous, since unlike a conventional
aircraft, the balance of lift, and the speeds at which the wing and canard
stall are interdependent and an integral part of the safety of the aircraft.
Burt Rutan worked on this problem with the Starship project, and ended up
using a variable sweep canard to affect this - with no sweep, the canard
generated more lift and flaps could be deployed, with no flaps, the canard
would sweep, and produce less drag. You could try to recreate that, but I
would not recommend it.

I have read  in this forum that if you put flaps on the main wing you would
also need to put them on the carard because both are lifting wings. Cant
remember anything else.
