Amatuer Built Experimentals are governed by the Operating Limitations 
issued to the particular airframe.

There is no "Certification" for anything..

If your operating limitations say "VFR, Day unless equipped in 
accordance with 14 CFR Part 91 (blah blah, the subsections that apply to 
flight under IFR and night VFR).. then thats what you need to comply 
with...
