The factory stated Vne for all Velocities is still 200 kias. However, I am
of the camp that believes Vne is actually true airspeed, and their
TurboCharlie routinely exceeds 250 kts true. This argument causes a fairly
good split of opinions amongst fast fliers but aeronautical engineers and
aerodynamacists tend to agree with the true airspeed side. The commonly held
belief around Velocity, Inc, is that a good, well-balanced XL should be good
for 275 - 285 kts true. 

PreciseFlight speed brakes are commonly used on faster singles and twins,
and Velocity is tossing around the idea of offering a drop-in retrofit kit
for those aircraft already flying. Check out preciseflight.com.
