Velocity(Scott B.) has clearly stated the factory Vne is "tested" Vne, 
not engineered.  Looking at it another way would be to say thats as far 
as they  are willing to hang it out there in liability land.

I've tested mine to 215 knots indicated at 10,000 ft. Its a Std RG.
