REFLECTOR: Annual Inspection Question

So...is a "annual" still required on an experimental?  Some told me yes..some no.  Haven't found it in the regs yet...just wondering if anyone has better knowledge if one even HAS to be done.  I know its better to do that every year and I always will, but just want to know if an experimental has to have one.

  Only the original builder can do the sign off. If the aircraft is sold, the new owner can do any repairs or modifications  but they must have an A&P do the sign off. That is straight from my FSDO and I got it in writing because my A&P told me that I couldn't do any repairs.

    Anyone know off hand if you sell your Velocity, can the buyer do .....and sign off....on the annual inspection??...even though he did'nt do any of the build?  I was thinking any pilot (current owner) could do the inspection due to its "experimental" status, but someone at a different airport was telling me if you didnt build it, you cant do it.  ........thoughts on that.....
