REFLECTOR: Franklin Fuel Pumps

After an otherwise lovely flight yesterday, I found blue fuel
spatter around the vent tube coming from my fuel pump.  I understand
that means some seal isn't good any more and I'm grounded
until it's fixed.

I've gone back through various reflector postings on Franklin
fuel pumps, but I'm not sure I have all the information.

My engine has a PLL-7-6R which was installed in Dec 2002.

I don't see anything in the logbook to suggest that 
AD # SP- 0048-2003-B was complied with.  I'm having trouble
finding Service Bulletins No. PZL-F/75/2003 using 
Google.  I see lots of references to it, but not the
actual document.  Any pointers?

Rick (builder of N570) had a theory when he built the airplane...
"assume every company is going to go out of business and buy two 
of everything".  So I have a brand-new PLL-7-6R sitting in a 
box.  From the paperwork it looks like it was produced
in 2002, also before the Service Bulletin.

So, from those who are more familiar with this:
1) Are all PLL-7s junk, or is there some chance I have a workable
   spare here?

2) Any pointer on where to find the Service bulletin?

3) Do these pumps have any replacable washers/gaskets etc so
   that I could just rebuild the pump that is installed rather
   than using my new one?  The one that's on there only
   has 200 hours on it.

4) I saw the previous posts mentioning a weldon replacement.
   It sounded like that was a diaphagm type?  Is there any reason
   I would want to go back to that instead of the sliding vane?
