The bolt slopes downward aft.  If the nut fell off, the bolt would probably
stay in place.  
 
If you reverse them, then the bolt could fall out and you wouldn't know it
until...

Why not reverse the bolts and put the nuts on the inside? I don't know munch
about this, just a stupid question on my part.

You are correct
I would never use a nylon lock nut on the engine side of the fire wall.AC
43.13-B forbids fiber or nylon locknuts in applications exceeding  exceeding
250f.
We did our 5/8 bolts the same as you .That is drill and castellated nuts
with cotter pin. 
Fiber nuts or OK forward of the gear bulkhead.
Table 7 / 2  Minimum torque values page 7-12 AC.13-1b
