REFLECTOR: AC 43.13-1B

I prefer to access/download any of the FAA documents from the source itself.  It ensures I
am accessing the latest version.  I actually downloaded this whole AC to my desktop.  It
is a lot faster to access and search in it and no need to go online.

By the way, just for clarification, it is not AC 41-13-1B; the correct AC number is AC
43.13-1B
