REFLECTOR: pitch Trim

Not to mention that turning the sparrow strainer
around would only make Lou's problem worse...

When he says "down" trim it sounds like he wants to be
able to make the trailing edge of the elevator go
further down (which is actually "up" elevator while
flying). Adding a spacer between the actuator arm and
the trim spring should do the trick.
