REFLECTOR: Transponder Antenna (OWT)

This is one of those things that been repeated so often that it gets 
accepted as a fact.  The peak power is 175 W to 200 W but the mean power at 
the maxium reply rate is LESS than your cell phone.  How do I know this?  I 
measured it with a field strength meter.
