Type rating requirements
The Velocity can never be considered complex because it does not have flaps  
61.31(e).
It may be considered high performance if  an engine is more than 200  HP, 
(f)(1)
Check out 61.31 PAR (K) EXCEPTION (iii) The holder of  a pilot  certificate 
when operating an aircraft under the authority of an experimental  aircraft 
type of certificate.
Most insurance company's do not of this exception.
