REFLECTOR: Fuel Tank placard; data plate

I don't know whether the fuel tank capacity placard is really required, but I do know that my DAR said that it is, and he will not pass a plane without it.

When placarding the fuel tank capacity, is there a standard for where the
"full" level
is, or is it whatever you can get into the tank?

I don’t recall, and can’t find, a requirement for placarding the fuel tank.  Is there a requirement, and what does it say? Or is it just a smart thing to do?

What is the recommended way to put info on the metal dataplate.  Should I find someone to stamp it, or should my electric “pencil engraver” do the job?
