REFLECTOR: Fuel Tank

On an experimental airplane, that's up to the manufacturer (you).  However,
there should be a logical basis for your determination of fuel capacity.
For example, if you can't top off your tank because fuel would, say, drain
out of a vent, it might be logical to designate "full" at the highest
practical capacity.
