REFLECTOR: fire wall

I'm triming the stainless steel / nomex firewall, about to 
attach it to the firewall bulkhead.
I've got the fixed gear already installed.
Do I cut the stainless steel to go around the landing gear 
bolts (and go under the washer/nuts) or do I cut it go 
around the bolts and nuts?

The nomex ( I think thats what it is) is spongy enough 
that I realy don't want it under the washer / nut.
What has everyone else done?
