Check out RST Engineering 
http://www.rst-engr.com/rst/catalog/airplane_antenna.html  For $29 you get 
more than enough materials to make  ELT (works on both 121.5 and 243), GS, 
Marker Beacon, Nav, or Comm Antennas, as well as documentation or 
fabricating the listed antennas.  I used these materials and techniques for 
my ELT, GS, and Marker Beacon.  See attached pics for ELT (components were 
fiberglassed after this pic)  and cable fabrication.  One of the benefits of 
the ELT installation is that it is part of the spar, which is more likely to 
survive if the ELT is truely needed.
