REFLECTOR: Cowl flaps better oil temps

Andy,
I have always wondered why the big bore V's didn't have some kind of
cowl flap.
Because we are using NACA's I would think it may be possible to reduce
the cooling air in a much simpler fashion than butterfly's inside the
NACA's.
Since very small VG's if placed right can induce laminar flow, mightn't
a particular placement disrupt the flow into the NACA and thus reduce
the airflow?
