REFLECTOR: Odd Jorgensen and center spar section lay-ups

It's worth remembering that, to the best of everyone's knowledge, the
layup was NOT the cause of the accident--it was just the first and
apparent failure point. It's not unreasonable to surmise that even if
the proper layups were present, that the failure may well have still
occurred. Of, if the layup held, that some other location would have
become the failuer point.

Two lessons to take out of this; 1) check your layups, and 2)don't go
into weather you're not equipped (by qualification or equipment) to
handle.

I think for some people they don't know the gravity of the situation
that could happen if a certain layup failed. Marking all of the
important ones as critical leads people to dismiss the notation. I
think much more sobering would be for each of the "really critical"
layups would be a description on what this structure does. Maybe even
what would happen if it failed.
