REFLECTOR: Odd Jorgensen and center spar section lay-ups

Although these are doubtless very important, I suspect they might be referring
to the larger layups ant the outboard edge of the strake/wing attachment point.
 In my manual, there 9.3.4 - "Outboard End Strake Reinforcement" and it's 8
strips of TRIAX 4" wide by 29" long, 2 top and 2 bottom, from the strake
leading edge all of the way up the spar shear web, overlapping.
