Aye, fully castoring.
I've drawn up plans that I'm going to build one of these days.  It's a 
very small hydraulic cylinder that drives the sun gears of a planetary 
gearbox.  This gearbox would be very thin, like .25 inches thick, and 
would mount on the castoring fork.

The slave cylinder would be coupled to the brake system.  This would 
require removing the existing single chamber master cylinders for a dual 
chamber solution.

It would actually increase redundancy.  As it is now, lose a brake and 
you have no steering.  With my design, a brake leak would cause you to 
lose steering or braking, but not both.

First, I'm going to get my bird in the air.
