REFLECTOR: Franklin

I did not ask my question correctly.  I have a Velocity Franklin 173 RGE Catto 66X74.   Both mags are set at 32*.  The question is--- 1...What are they supposed to be set at?  2...What happens when you set it closer to 28*?  Thanks
