REFLECTOR: NOSE STRUT

Tom,

    I run a piece of safety wire around the axle, inside of the fork, 
route it around the back of the tire and hook it to a fish scale.  Then 
pull on the scale until the swivel "breaks loose".  I am shooting for 
12 lbs.
