REFLECTOR: HYDRAULIC PUMP CYCLES

My hydraulic pump cycles about once a minute.  I know if I adjust the set screws on the high and low limiters that it will change the timing of the cycles.  Will this cause my gears to no act properly?  And how do you adjust to stop the cycling.   N51LP  RGElite--Franklin/Catto     thanks
