It sounds like a timing issue - Richard hadn't gathered up enough interested parties to put together an order when you were interested.  As he makes clear, this is not a regular, ongoing business for him.

  I tried several times to  get sufficient information to order the HID light from Richard. After about a month, I gave up. I did spend the extra bucks and order the kit from XeVision. The kit showed up in 3 days, and installed in about an hour. 

  despite the price, the HID light sure is impressive.
