REFLECTOR: Vortilions and/or VG's?

There has been a lot of back-and-forth around the VGs (I found them 
quite effective). I haven't, however, heard anything about them 
functionally replacing or reducing the need for vortilons.
Maybe I missed that part, but it's never been implied on other canards
