REFLECTOR: CLEAN SPEED OR JUST SPEED? [heur]

On my slow (165 kt) 173 RG - I couldn't really tell any difference after I 
installed the gear doors.  But I didn't do any before and after measurements 
either.  Just couldn't feel/see any difference in the way it flew or in 
cruise speeds.

I am not exceeding it.  I pull it back.  But I did do initial flutter 
testing ... so other than your fine advice about exceeding VNE, what about 
gear doors?  Are they necessary?

Isn't VNE for the Velocity 200KTS.  In addition exceeding VNE during testing
doesn't seem to be a good idea.
