No.  From what I've heard from both EAA folks and FAA people, there is no
way that you can claim another pilot as "required crew" in ANY single-engine
aircraft during Phase 1.  You would even have a tough time with most
multi-engine aircraft.  If a particular type has EVER been flown
single-pilot, you can't claim another pilot is required during phase 1
testing.

One could make the case that for flight testing this high performance
aircraft, the experienced CFI is 'essential crewmember'.  No?
