Gilles,
The pop rivets are temporary fasteners - they serve to secure the keel
during shipment and to act as "locators" when you structurally bond the keel
to the floor of the aircraft (after the hydraulic and aileron control
installations are complete).  Drill away the pop rivet so that you can
remove the keel and turn it upside down.
