OK, I have it now- you just drill the front holes in the trays about 1"
further away from the front of the panel so they will be outside of the
offset area of the fiberglass- I have some .125 stock, I will just make a 2"
x 10" piece out of that......

  Okay, go look again.  I hope this helps.  There are no blind holes.  With
this, you do have to drill some extra holes in the avionics trays, because
the mounting is offset from a normal installation.

    But the area at the panel offset still isn't clear to me- unlike the
angle that is closer to the center of the panel- there is no access to the
other side to install nuts because of the bump out- also, there is very
little room at all between the cut out edge, and the side of the bump out
(might be 1/8") it looks like you just put a flat piece of aluminum in
there- is it tapped for the mounting holes?, did you use self tapping screws
on that side?.
