Hi Jim,
The statements regarding the history of heat treating are factual.
I'm not familiar with the specifics of your aircraft.  If your strut was not
heat treated, we either overlooked something or the gear was not treated at
the heat treatment shop.  We ask the shop to make random checks of the gear
legs from each heating batch to ensure they meet spec.  Not every gear leg
is checked.
Question:  Was your gear painted with zinc chromate or was it unpainted?
This might offer a clue.  We do not paint the legs with zinc chromate until
after they come back from the heat treatment shop.
