The factory certainly knows the most about Velocities.  However if this =
is not feasible, then find an A/P mechanic locally.

If you can find an A/P who will work with you on your experimental =
Velocity (your EAA local chapter is a great place to look), you can =
participate in much of the annual yourself (if you want to - it is a =
great way to learn how your plane was built and operates), then he does =
the actual inspection and signs off on the condition inspection. =20

As you learn more about your plane, you can do more of the annuals in =
the future and have him do the final inspection and sign off.
