The fuel nozzle can never have a different potential than ground, because it is wired to ground through a spiral wire in the fuel hose.  That's why there is a ground wire at every aircraft fuel pump; so there will be no potential between the grounded airplane and the grounded fuel nozzle.

    Ok, but not only does there have to be a difference in potential, but also a conductive path.  The wife is conductive, but the carpet isn't, otherwise the charge would travel through the carpet to the wife.  I think it is not a good idea to provide a conductor to the fuel opening because that is where the spark will be if the nozzle has a different potential and touches the fuel opening.
