Would a simple fix be to take a couple feet of 18ga. wire (aircraft) solder
one end to a 12" piece of solder wick with a 1/2oz. bell fishing sinker
soldered to the end of the wick, with the other end of the 18ga. soldered to an
alligator clip. Before fueling, drop the sinker in the tank, clip the alligator
clip to the nozzle (while a few feet from filler neck of course). The bare wick
will contact the entire fuel column, and lay across the filler neck to
contact that. If you only hold the assembly by the insulation of the 18ga. during
insertion, there should be no contact for a spark. Only when the other end is
connected to the fuel nozzle, or you touch the alligator clip to connect,
could there be a spark, yet this will happen several feet away form the neck.

Everyone has there "fueling" rag and such they pull out anyway, so storing
this should not be a problem.
