REFLECTOR:Fuel Shutoff valve

This is a very heavy duty and switching only requires power
for 1/4 second.  The valve is is a screw actuated shuttle
valve and stays in its set position without power.

It should be placed after the fuel filter and after the
sump tank before all pumps.  The unused port can be used to
drain the tanks.
