There are numerous GPS jamming tests that go on, and that looks like one of 
them. They are required to provide notice to the flying public. 
Some of the tests they do is to try and jam only certain areas, altitudes, 
etc and they do it from different locations (airborne, different ground bassed, 
etc). 
 On an interesting note, the notices don't always make it to the controllers 
that work the affected areas.  They are supposed to... but it doesn't always 
happen.
