REFLECTOR:RUDDER SPRINGS?

In assembling our rudder cables we could not find any reference to
outboard springs (to bring rudders back to neutral).

My mechanics and I followed instructions ...  with springs on pedal ends
and springs in the engine compartment ... but none f those help to pull
the rudder back to neutral.

If there is a spring noted for the rudder horn, we can't find it.  Any
thoughts?
