Hi Scott
  Yes I did note par (19) major changes to the aircraft. I wonder if the 
owner of old operational limitations may be grandfather in.FAA Order 8130.2 
has changed several times .the most recent is E. We noticed  that operational 
limitations must be attached to the special airworthnes  certificate and must 
be carried in the aircraft for pilot reference.
And par.128-7 the primary builder must sign of the first conditional 
inspection.
