Dave,  

 As Scott mentioned, NM charges a penny a pound (based on gross weight) on 
aircraft "manufactured" before a certain date (I can't remember the date).  
After that, it goes up to a penny & a half for a few years, then 2 cents.  So is 
really is pretty cheap here.  
   There is zero sales tax on aircraft here, no personal property tax or 
other "California Style" taxes.  

I live at Mid-Valley Airpark just south of Albuquerque.  It is a great place 
for Aviation at a reasonable cost.  The association dues are $240/year per lot 
that you own.  There has been a small special assessment the last couple 
years ($120.00/lot/yr) to redo our "Auto-plane" drives. 
Homes here run from about the Mid 100s to over 300K.  Mine is in the middle 
of those, and my property taxes are $1100/year. 
 Density altitude is always a concern in NM, but it may be in some of your 
other choices as well. 

There are 2 other airparks in NM that I know of:  Sandia Airpark just east of 
Albuquerque, and another one down south (the name escapes me).  

NM had a state income tax slightly higher than AZ, but they passed a change 
to that lowering it into the 5% range pretty soon. 

My wife's 2 year old Dodge cost $500 to register in AZ before she moved here, 
it cost $40 here (Ca would be higher than both combined!) 

One place I have heard good things about is Payson AZ.  See if you can dig up 
some info on that as well.
