For what it is worth, here in PA, the tax is a one time fee of 6% (sales
tax). If you already paid the tax in another state and you are moving in,
you do not need to pay it again.

As far as experimental, it's based on the price paid for the plane. In my
case, I plan to register the plane before I get the engine and bells and
whistles (avionics) so that I can simply justify the cost as what I paid for
the plane at the time of registering it.

On a side note, a friend of mine (here in PA) built some single seater plane
from scrap, registered it and got a tax bill a few months later. He called
and told them that he bought the wood for his plane at Home Depot (where he
paid the 6% tax) and is using a lawn mower engine (which he also paid the 6%
tax on) and everything else was over the counter stuff which he paid tax on
at the time of purchase. (he also had copies of some receipts ready). The
state bought the story and left it at that.. That was two years ago without
hearing from them again.
